(a) The fee for a license issued under this chapter, payable to the Chief of Police at the time of the application, is one hundred dollars ($100.00) for each business location for the year, or any part thereof, ending on December 31 of each year. Such fee is not refundable in any case.

(b) Such licenses are not transferable to any person, and the business may be conducted only at the location for which the license is issued. The license must be so placed as to be conspicuously visible.
