No person shall sell items, effects, paraphernalia, accessories or things which are designed or marketed for use with illegal cannabis or drugs, as defined in Chapter 624 of the General Offenses Code or in the Ohio Revised Code, without obtaining a license therefor from the Chief of Police. Such license shall be in addition to any and all other licenses held by the applicant.
