No State licensed agency shall permit an employee who is required to be registered with the State Department of Commerce to work within the City until such employee has been processed by the Department and has been issued a registration card by the Department, except that, pending the issuance of a registration card, a licensee may offer for hire security guard or investigator employees, provided the licensee obtains a signed written waiver from the person who receives, for hire, security guard or investigative services, acknowledging that the person is aware that the employees have not completed their State registration and agreeing to their employment.
