(a) No person shall install, cause to be installed, or permit to be installed, any alarm device, by whatever name known, which automatically selects a telephone line for the purpose of playing a recorded message to report an emergency, or any telephone line dedicated to the Communications Center for voice communications, except and unless such alarm device is approved in writing by the Chief of Police.
