On and after June 1, 1988, no user of pesticides shall engage in the use or application of pesticides within the City without first obtaining a license therefor from the Utilities Commissioner. Users of pesticides shall provide proof of a current Ohio Pesticide Law License, which proof shall be furnished at the time of application. The license fee shall be fifty dollars ($50.00) per year and the effective period for each license issued shall be one year.
