As used in this chapter, the definitions set forth in Ohio R.C. Chapter 921 (the Ohio Pesticide Law) shall apply. In addition:
(a) “Pesticide” means:
(1) Any substance or mixture of substances intended for preventing, destroying, repelling or mitigating any pest; or
(2) Any substance or mixture of substances intended for use as a plant regulator, defoliant or desiccant.
(b) “User of pesticides” means any person who is hired to apply pesticides, or to cause pesticides to be applied, by any means, to property or the atmosphere incident to the application of such pesticides to trees, lawns, shrubs and plants.
