Whoever violates any of the provisions of this chapter is guilty of a misdemeanor of the third degree for a first offense and shall be fined not more than five hundred dollars ($500.00). For each subsequent offense, such person is guilty of a misdemeanor of the first degree and shall be fined not more than one thousand dollars ($1,000). It is not the intent of this section that any person be imprisoned for a violation of any of the provisions of this chapter. It is the intent of this section that whoever violates any of the provisions of this chapter shall be fined.
