(a) Upon the receipt of an application for a license, if such application is accompanied by the proper fee and if approval by another officer or department is not required, the Chief of Police shall forthwith deposit the fee in the Treasury and issue to the applicant a proper license certificate signed by himself. If, for any reason, the license is not issued, the fee, less ten dollars ($10.00) to cover the expenses of considering such application, shall be returned to the applicant.
