404.13   SELECTION OF TOWING COMPANIES.
   (a)   The City shall review its towing policy and towing company list every three years. The City may also seek applications for additional motor vehicle storage facilities or for large vehicle towing companies where circumstances warrant. The application process shall be initiated by the Clerk of City Council at least once every three years starting in 2024. The Towing Review Board may also recommend that the application process be started at any time it determines it is necessary.
   (b)   The City shall provide reasonable notice to any interested parties, so they have the opportunity to apply for consideration to the Towing Review Board. The City shall set a reasonable deadline for applications to be submitted.
   (c)   The Towing Review Board shall review the qualifications of any interested parties and within 30 days of the application deadline make a recommendation to City Council regarding the towing company or companies who should be on the City's tow company list.
   (d)   Following receipt of the recommendations from the Towing Review Board, City Council shall review the qualifications and recommendations and select the tow company or companies that will serve the City. The Police Division and all other City Divisions shall utilize only the towing company or companies on this list, except for in emergencies where that is not feasible.
   (e)   If more than one towing company is on the list, when the need arises for towing services, the companies shall be chosen in alternating order, unless that is not practicable under the circumstances.
   (f)   To be eligible to be on the list each towing company shall agree in writing to be subject to and abide by the requirements set forth in this chapter and all relevant regulations set forth in the Ohio Revised Code and Ohio Administrative Code.
