404.11   TOWING REVIEW BOARD.
   (a)   A Towing Review Board shall be created, and it will consist of the Mayor (who shall act as chairperson), Police Chief, and President of Council (who shall act as vice-chairperson), Finance Director, and Service Director, or their designees.
   (b)   In addition to the duties set forth below regarding selection of towing companies, the Towing Review Board shall review all complaints received regarding towing companies. The Board may issue warnings, or recommend to City Council that a towing company be suspended for a period of time until they are in compliance, or recommend that the towing company be removed from the approved list.
   (c)   The Towing Review Board may also require inspection of any impound lot, tow truck, or towing equipment by the Police Division. Upon conducting such an inspection, the Police Chief shall report the findings to the Board.
   (d)   The Towing Review Board shall meet at such times and places as deemed necessary by the Chairperson. City Council may request a meeting of the Board to review complaints, or to make recommendations, and a meeting shall be held within a reasonable time of the request.
   (e)   Towing Review Board meetings shall be subject to Ohio Open Meetings Law requirements.
   (f)   The Towing Review Board may adopt its own procedural rules and regulations.
