(a)
A City Tree Board shall be created consisting of the following persons who shall serve as long as they hold their office or position.
(1) Mayor
(2) President of Council
(3) Director of Public Service
(4) Director of Parks and Recreation
(5) Commissioner of Zoning, Housing, and Residential Chief Building Official
(b) Members of the Board shall serve without compensation.
(c) It shall be the responsibility of the Board to study, investigate, and develop a plan for the care, preservation, pruning, planting, removal, or disposition of trees and shrubs in parks, along streets, and in other public areas. Such plan will be presented to City Council and upon their approval shall constitute the official comprehensive City Tree Plan.
(d) The Board, when requested by resolution of City Council, or by the Mayor, shall consider, investigate, make findings, report and recommend upon any matter or question coming within the scope of their responsibility.
(e) The Board shall make its own rules and keep a record of its proceedings. The Mayor shall serve as chairperson of the Board. A majority of the members shall be a quorum for the transaction of business. Meetings of the Board shall be open to the public.
