(a) No person shall sell, exchange, or pawn a secondhand article on behalf of another person without providing the name, residence, or street address, and birth date of the person for whom the item is being exchanged, pawned or sold.
(b) No person shall sell, exchange, or pawn a secondhand article on behalf of another person if the person for whom the item being pawned is not eligible to conduct the exchange, pawn or sale or to conceal that the item is or may be stolen.
(c) No person shall use or provide a fictitious or false name or address, or provide false or fictitious information when selling, pledging, or exchanging any secondhand article with a secondhand dealer.
