(a) No person shall receive, by sale, barter, exchange, or otherwise, any article mentioned in this chapter from a minor under the age of eighteen years. Whenever a secondhand dealer has reason to know or believe the seller or exchanger is under eighteen years of age, he or she must require that person to produce sufficient articles of identification to establish his or her age.
(b) There shall not be any purchase from any person or persons between the hours of 11:00 p.m. and 8:00 a.m. on any day of the week.
