281.09   VOTES REQUIRED TO UPHOLD AN ORDER OF REMOVAL.
   (a)   To uphold the City's Order of Removal, a minimum of three affirmative votes is required.
   (b)   Affirmative votes of two or less shall cause the Order of Removal to be rejected.
