(a) If the City intends to assess the costs of any response activity against any property, the Chief of Police, or his designee, shall provide written notice of the assessment to the owner of the nuisance property. Such notice shall contain a description of the nuisance activity that is the basis for the notice of intent to assess the property, and the costs incurred in responding to the nuisance activity, as determined by Section 680.03. Notice shall be served upon the property owner in the manner set forth in Section 680.02 of the Fairlawn Codified Ordinances.
