1230.05 WATER SUPPLY.
   (a)   Water mains and service connections shall be installed in accordance with the Akron City Bureau of Water Supply Standard Specifications and Rules and Regulations and NFPA Standard 24-1995 before the pavement is installed if the allotment is in the City, and also if it is outside of the City if City of Akron water is available within a reasonable distance and the area is under agreement with the City of Akron through Council ordinance.
   (b)   Water mains are to be installed in the City by agreement between the City of Akron and the allotter. Water mains outside of the City are to be installed by private contract paid for by the allotter, with the work to be done to the satisfaction of and under the standards of the Akron Bureau of Water supply and NFPA Standard 24-1995.    (c)   Fire hydrants shall be installed as required by the City Engineer and the Director of Public Safety. The developer shall pay all City of Fairlawn charges, as well as any sum charged to the City of Fairlawn by the Akron Water Department plus a ten percent (10%) administration fee per new hydrant installed, which represents the hydrant water usage fee payable by the City of Fairlawn to the City of Akron. Steamer connection shall be faced at ninety (90) degrees to the axis of the street at the cost of the developer.
   (d)   The Administration is hereby empowered to pass onto the developer any increased cost levied by the City of Akron.
