(a) Provision shall be made for the disposal of surface water by storm sewers where an outlet is available. If no outlet is available, disposal shall be by ditches, pipes, headwalls, rip-rap, grass swales, retention basins and such other means as topography, soil type and other physical conditions may require. If sewers are installed, the work must be completed before paving is started. No storm water outlet shall be connected to a sanitary sewer.
