1228.10 STORM SEWERS.
   (a)   Separate storm sewers and/or separate storm water drainage shall be provided by the subdivider. The sanitary sewers shall not be used for storm water disposal. Storm water disposal facilities shall be of such type, size and construction as, in the opinion of the Planning Commission, after advice from the Engineer, will be adequate to dispose of the water from the area concerned. Adequate catch basins, drain inlets, retention basins and other underground drainage structures shall be provided.
   (b)   The right and title to all storm sewers and appurtenances within the City, which discharge into the Municipal sewerage system or which lie in City streets, shall be vested in the City. Every dedicated lot shall have direct access to a storm sewer system as directed by the Engineer.
