1224.03 PRELIMINARY ALLOTMENT PLAN.
   (a)   The preliminary allotment plan, at optional scale, is to be furnished in triplicate. The plan shall be to the same scale as the final plat, either one-inch equals one hundred (100) feet or one (1)-inch equals fifty (50) feet. Such plan shall include the following details:
      (1)   Identification.
         A.   The proposed name of the subdivision which shall not duplicate or too closely approximate the name of any subdivision in the County;
         B.   The original township name, tract and lot number;
         C.   The property ownership lines and the limits of the proposed allotment;
         D.   The acreage to be allotted and a north point, scale and date;
         E.   The name, address and telephone number of the allotter and engineer; and
         F.   The adjacent allotments or the owners of adjacent land if it is not allotted.
      (2)   Topography, Streets: Building Lines, Lots and Utilities.
         A.   The existing contours at two-foot intervals or less to U.S. Datum, with watercourses, ditches and soil conditions;
         B.   The locations, width and names of streets; names shall not too closely approximate the name of any other street in the County, except for extensions of coterminous streets;
         C.   Pedestrian lanes or walks or other easements for convenience and access;
         D.   The proposed lot arrangement and approximate dimensions;
         E.   The building setback lines, per zoning requirements;
         F.   The general location and size of proposed sanitary and storm sewers, the location of which shall meet the approval of the City Engineer;
         G.   The location and size of water mains in or adjacent to the proposed allotment;
         H.   All parcels of land intended to be dedicated or reserved for public use or set aside in the deeds or otherwise, for the use in common of all property owners in the subdivision. The proposed use should be indicated, e.g. "site for pumping station," "park land," "school site," "wetland", etc.
      (3)   Private Restrictions or Protective Covenants. A copy of such restrictions or covenants shall be furnished in duplicate to show, in addition to the minimum required restrictions provided in Section 1228.14 , such additional restrictions or covenants as the allotter expects to impose.
      (4)   Street, Sewer, Water and Paving Data. The allotter shall furnish the following with the preliminary plans:
         A.   Profiles of proposed streets to a scale of one-inch equals five (5) feet vertically and one (1)-inch equals twenty (20) or fifty (50) feet horizontally. The profiles shall show the ground line at the center and at each building line of all proposed streets. Proposed grades of each street (curb grade) shall be shown with appropriate vertical curves and percent of grades. The City Engineer shall review and approve the final grades. Soil tests and boring data to show the type of subgrade along proposed streets shall be submitted;
         B.   Preliminary paving plans in accordance with City standards;
         C.   A preliminary plan showing pipelines, profiles and approximate pipe sizes, separately for sanitary and storm drainage and, if the allotment is outside of the City, its location in relation to existing natural drainage channels so as to determine the feasibility of ultimate incorporation into the City sewerage system or the sewerage system of other government units; and
         D.   Preliminary studies of water distribution lines for water services for areas outside of the City.
      (5)   Revised Topography. Where there are extensive cuts or fills for streets or in cases in which major moving of earth to change the surface is contemplated, plans showing proposed revised contours shall be submitted.
      (6)   Rezoning. If any area to be allotted is to have a zoning classification other than the existing one, a petition to rezone such area must be submitted by the property owner with the preliminary plan.
      (7)   Miscellaneous. The allotter shall furnish such other data as the Zoning Inspector or the Planning Commission may request in order to judge the suitability of the land for allotment purposes. If the allotment is to be used for business purposes instead of residential, the data needed to judge it for such uses shall be furnished.
