(a) Preliminary plans of any proposed allotment, together with such other development plans and data as are outlined in this chapter, shall be submitted at least forty (40) days before that meeting of the Planning Commission at which preliminary consideration of the allotment is to be given. The allotter or his engineer shall attend the meeting.
