(a) As used in these Subdivision Regulations:
"Alley" means a street 44 feet or less in width, used primarily for service to the rear of business property.
"Allotter" or "subdivider" means the owner of the land to be allotted or subdivided.
"Court" or "place" means a cul-de-sac or a dead-end street for which no reasonable expectation exists that it will ever be extended.
"Dwelling unit" means one or more rooms providing complete living facilities for one family, including equipment for cooking or provisions for the same and including a room or rooms for living, sleeping and eating.
"Lane" or "walk" means a right-of-way for pedestrian traffic only, between two streets.
"Main thoroughfare" means a street of considerable continuity which will carry high speed or heavy traffic or which is or will be a State or Federal Route.
"Parallel access street" means a street which is parallel to and near a main thoroughfare and which provides access to property adjacent to such main thoroughfare without permitting crossings or access thereto except at infrequent intervals.
"Plat" means a map of a tract or parcel of land.
"Street" (whether it is called a street, road, avenue, boulevard or any other designation) means a right-of-way dedicated to public use for pedestrian and vehicular traffic and for utilities.
"Subdivision" means:
(1) The division of any parcel of land shown as a unit or as contiguous units on the last preceding general tax list, into two or more parcels, sites or lots, any one of which is less than five acres, for the purpose, whether immediate or future, of transfer of ownership, provided, however, that the division or partition of land into parcels of more than five acres not involving any new streets, and the sale or exchange of parcels between adjoining lot owners, where such sale or exchange does not create additional building sites, shall be exempted; or
(2) The improvement of one or more parcels of land for residential, commercial or industrial structures or groups of structures involving the division or allocation of land for the opening, widening or extension of any street or streets, except private streets serving industrial structures; the division or allocation of land as open spaces for common use by owners, occupants or lease holders or as easements for the extension and maintenance of public sewer, water, storm drainage or other public facilities.
"Subdivision Regulations" or "these Regulations" means Ordinance 1960-7, passed December 5, 1960, as amended, codified herein as Title Four of Part Twelve - the Planning and Zoning Code.
