1220.01 PURPOSE AND INTENT.
   (a)   In order that the City and the surrounding area may be developed in an orderly manner and in harmony with the overall plans for the City, consideration in the planning of future subdivisions and real estate developments must be given to these factors:
      (1)   The appropriate use of land;
      (2)   The convenience of the street arrangement for traffic circulation, traffic safety and lot accessibility and for the movement of emergency vehicles, fire-fighting equipment and space for other public uses;
      (3)   The adequacy of size and convenience of location of all utilities and the City's ability to provide services in connection therewith, as well as the prevention of overtaxing the capacity of existing public or private utilities;
      (4)   The protection of the City from eventually bearing the costs of improvements for which the lot buyer has paid, or non performance by the Developer, and the prevention of untimely or ill-advised subdividing, both of which add to the general tax burden;
      (5)   The assurance that subdivision improvements are adequate and are properly installed and completed; and
      (6)   Provision for proper drainage and other features to ensure safe and desirable surroundings for homes.
   (b)   The seller, the prospective lot purchaser and the general public all are interested parties in having allotments which are well planned. The information to be furnished by prospective subdividers will provide a background which will be useful to City authorities in deciding if the interests of all parties are properly protected.
   (c)   It is therefore necessary to establish comprehensive regulations, standards and procedures controlling all new land subdivision and development so that the public peace, convenience, prosperity, health, safety and general welfare are protected and so that coordinated, efficient and economic development of the City and its surrounding area is achieved. To that end the following regulations, minimum standards and rules for preparation of plats are hereby established.
