(a)   The Real Property Maintenance Board shall interpret the intent of this Title in specific cases where, on appeal, it clearly appears that, by reason of special conditions, undue hardship would result from a literal application of any section of this Title. When undue hardship is clearly demonstrated, the Real Property Maintenance Board may permit a variance from the applicable section if the building, structure or premises will vary only a reasonable minimum from the literal provisions of this Title but will comply with the spirit and intent of this Title with respect to sanitation, safety and rehabilitation.
