(a) Every commercial building, structure, premises and associated accessory structures as well as the land upon which these structures are situated, shall comply with the provisions of this Title, whether or not such commercial building, structure or premises shall have been constructed, altered, or repaired before or after enactment of this Title. This Title establishes the minimum standards for the initial and continued occupancy and use of all such buildings, structures or premises and does not replace or modify standards otherwise established for the construction, repair or use of the building, structure or premises.
(b) Every owner and/or operator of a commercial building, structure or premises shall be responsible for providing and maintaining all equipment, facilities, and sanitary standards prescribed in this Title. In addition, every occupant of a commercial building, structure or premises shall be responsible for keeping the commercial building, structure or premises upon which they are situated, which he occupies or controls, in a clean and sanitary condition as required by this Title.
