(a) State Requirements. State requirements and limitations on discharges to the WPCS or the municipal separate storm sewer system shall be met by all dischargers which are subject to those standards in any instance in which they are more stringent than Federal requirements and limitations or those in this or any other applicable ordinance.
(b) Fairlawn Requirements. No discharger shall discharge or cause to be discharged into the sewerage system any substances in concentration above the background concentrations.
