(a) No owner or any other person shall construct, erect, or equip any building or structure to which the residential code applies, or make an addition thereto or alteration thereof, except in the case of repairs or maintenance of a minor nature that does not affect the construction, sanitation, safety, fire protection, or any other vital feature of such building or structure, without complying with this chapter or fail to comply with any lawful order issued in pursuant thereto.
(b) No owner or any other person shall proceed with the construction, erection or alteration of any building or structure or any equipment related thereto to which the residential code applies without complying with this chapter and the plans and specifications submission and processing requirements of the City and/or the residential code adopted until the construction documents have been approved and the proper permits have been issued.
