(a) The Director of Public Safety is hereby authorized to issue adult amusement arcade licenses and adult amusement device licenses, in such form as he or she determines to be appropriate, for a period of up to one (1) year, upon satisfaction of all of the following conditions:
(1) The operator of the adult amusement arcade has properly filed the application required by this chapter. The applicant and the owners of the skill-based adult amusement devices and the real property owner shall sign the application;
(2) A fee of two thousand dollars ($2,000.00) per adult amusement arcade location per year has been paid;
(3) A fee of two hundred dollars ($200.00) per adult amusement device per month has been paid in advance annually;
(4) The operator or any employee of the operator has not been convicted of a crime of moral turpitude within the past five (5) years;
(5) The Director of Public Safety has determined that no other reasonable cause exists to deny the issuance of such license;
(6) Compliance with Section 814.09;
(7) License fees are non-refundable except upon approval by this Council.
