(a) Every dwelling unit and associated accessory structures as well as the land upon which these structures are situated, shall comply with the provisions of this Part, whether or not such dwelling unit shall have been constructed, altered, or repaired before or after enactment of this Part. This Part establishes the minimum standards for the initial and continued occupancy and use of all such structures and does not replace or modify standards otherwise established for the construction, repair, or use of the dwelling unit.
(b) Every owner and/or operator of a dwelling unit shall be responsible for providing and maintaining all equipment, facilities, and sanitary standards prescribed in this Part. In addition, every occupant of a dwelling unit shall be responsible for keeping the dwelling unit and the land upon which it is situated, which he occupies or controls in a clean and sanitary condition as required by this Part.
