There is hereby established a Board of Health of the Fairlawn City Health District, composed of five members to be appointed by the Mayor and confirmed by Council, and to serve without compensation. Such Board shall commence functioning upon the appointment of such members. A majority of such members shall be a quorum. The Mayor shall be President of the Board by virtue of his office. The term of office of such members shall be five years from the date of appointment, except that of those first appointed one shall serve for five years, one for four years, one for three years, one for two years and one for one year.
