There is hereby established a Board of Audit and Review, to be composed of the Mayor, the Director of Finance, the President of Council and the Chairman of the Finance Committee of Council; in the absence of the President of Council, the Vice President of Council shall serve in his stead, and in the absence of the Chairman of the Finance Committee of Council, any member of the Finance Committee of Council may serve upon his or her appointment by the President of Council.
