(a) The position of Secretary to the Civil Service Commission is hereby created.
(b) The Secretary to the Civil Service Commission shall be a part-time position not in the classified service.
(c) The duties of the Secretary shall be as determined by the Commission.
(d) The Secretary shall be under the direct supervision of the Commission.
(e) The Secretary shall be regularly compensated at a rate determined by Council, by ordinance, from time to time. In addition thereto, the Secretary shall be compensated at a rate determined by Council for taking and transcribing minutes and for preparation of the same for distribution, for time involved in examination procedures and certification of payrolls and for any other service directed by the Commission.
(f) Payment to the Secretary shall be by official City checks payable from the Civil Service Commission budget within thirty days after service is rendered.
(g) Any change in the compensation of the Secretary shall be initiated by the Mayor or any member of Council and shall require Councilmanic action and approval after review and recommendation by the Finance Committee of Council.
(h) The Secretary shall not qualify for any fringe benefits, including, but not limited to, hospitalization, sick leave, vacation and holidays. The Secretary shall receive credit or deduction for the Public Employees Retirement System or other retirement programs.
