270.02   CONTRACT SECRETARIES; SESSIONS CLERK FOR MAYOR'S COURT.
   (a)   There is hereby recognized the position of Contract Secretary and hereby created the position of Sessions Clerk for the Mayor's Court of the City of Fairlawn. The duties of the Sessions Clerk shall be those prescribed by the Mayor, and all other provisions of this section shall apply to the position of Sessions Clerk except for compensation as set forth in subsection (e) hereof.
   (b)   The duties of each Contract Secretary shall be to take minutes at official meetings of Council, boards and commissions and other sanctioned meetings requiring an official record, to transcribe the minutes, to prepare required copies and to distribute such copies.
   (c)   The duly elected, qualified and acting chairman of each City board or commission shall have supervisory responsibility over the Contract Secretary working for that body. In the case of Council, the President of Council shall have supervisory responsibility and in all other situations requiring employment of a Contract Secretary the Mayor shall have supervisory responsibility.
   (d)   Contract Secretaries shall be independent contractors, selected outside of civil service rules and regulations by the supervisory authority.
   (e)   Contract Secretaries shall be compensated at the following rates, per hour or part thereof, for attendance at meetings:
         $10.00      0 to 1 year
           $12.00      1 to 2 years
         $15.00      over 2 years
   In addition, Contract Secretaries shall be compensated at a flat rate of forty-five dollars ($45.00) for transcribing and distributing minutes for a duration of two (2) hours or less, and a flat rate of seventy-five dollars ($75.00) for transcribing and distributing minutes for a duration of over two (2) hours. Contract Secretaries shall receive no other compensation, such as fringe benefits, except as set forth in this section. Any employee under this section shall receive credit or deduction for the Public Employees Retirement System or other retirement program.
   (f)   The payment of Contract Secretaries shall be by official City checks payable within thirty (30) days after service is rendered.
   (g)   Contract Secretaries shall transcribe the minutes and distribute copies on their own time, it having been determined that the compensation for each meeting attended includes such services.
   (h)   Contract Secretaries may use City typewriters, paper and copying machines for preparing and duplicating transcribed minutes.
   (i)   Any change in the compensation of Contract Secretaries shall be initiated by the Mayor or any member of Council and shall require Councilmanic action and approval after review and recommendation by the Finance Committee of Council.
