(a) The Board shall consist of five members and one alternate member all of whom must be electors of the City. Board members shall be appointed by the Mayor with confirmation by Council.
(b) When the initial term of office expires, each new Board appointment is for a term of five years, beginning on January 2nd of each respective calendar year.
(c) Should a Board member resign or be removed from the Board, a successor shall be appointed by the appropriate appointing authority and shall serve for the remainder of the unexpired term.
(d) Board members shall serve, without compensation, at the pleasure of the appointing authority.
