250.21   RETIREMENT CONTRIBUTION PICK-UP PLAN.
   (a)   There is hereby adopted a retirement system contribution plan for full-time employees of the Department of Public Service, the Police Division, and the Division of Fire and Emergency Rescue Services, general employees and elected officials, whereby an employee's contribution will be made by the employer in lieu of the contribution made by the employee by using before-tax compensation earned by the employee.
   (b)   Consistent with the terms of all public retirement systems of the State, no employee covered by the plan shall have the option of receiving any of his or her contributions directly from the employer.
   (c)   Payroll tax calculation for Federal and State taxes and other applicable payroll deductions shall be made after any such contribution is made on behalf of an employee.
