All expenses incurred by the trimming or removing of such shrub, hedge, or trees or other vegetative matter and material shall be reported to the Director of Finance, who shall mail a statement of the amount thereof to the owner of the land, if his address is known. Additionally, an administrative fee of $100 shall be levied for each violation occurring after the first violation per calendar year. If 30 days after mailing such amount remains unpaid, the Director of Finance shall certify the total amount of the expenses and administrative fee, if applicable, the name of the owner of the land and a sufficient description of the premises to the Summit County Fiscal Officer, to be entered on the tax duplicate, to be a lien on the land from the date of entry and to be collected as other taxes and assessments and returned to the City, pursuant to R.C. § 731.54.
