(a) No person who is the owner or in charge of residential or commercial land within the City shall permit overgrown shrubs, hedges, trees, or other vegetation which may interfere with City services, cause a fire, a health or safety hazard, or general blighting or unsightliness within the City.
(b) No person shall permit shrub, hedge, or tree trimmings, or permit dead shrubs, hedges, or trees, or fallen or cut shrub, hedge, or trees, in whole or part to remain on the surface of the ground, or upon any structure, for a period not to exceed 14 days.
(c) Whoever shall violate division (b) of this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
