(a) Pursuant to Section 13.02 of the City Charter, the following job classifications are hereby declared to be in the classified service, i.e. subject to the rules and regulations of the Civil Service Commission:
(1) Full-time members of the Division of Police, excluding the Chief of Police;
(2) Full-time employees of the Department of Public Service;
(3) The Clerk-Typist-Bookkeeper-Office Manager; and
(4) The Clerk-Bookkeeping Machine Operator.
(5) Intermittent Fire, Police and Service Department employees.

(b) No elected official or department head appointed by the Mayor, such as the Street Commissioner, the Zoning Inspector, the Building Commissioner, the Assistant Finance Director, the Tax Administrator, the Recreation Director, the Law Director, the City Engineer, the Secretary to the Mayor and appointed board or commission members, shall be in the classified service.
(c) Council shall designate in the ordinance creating the position whether or not every new job classification created hereafter is within the classified service.
