Except as otherwise provided by ordinance, no compensation shall be paid to any elected or appointed officer of the City, or to any member of any City board beyond that provided for by the terms of employment or service or commission, or to any employee of the City, for his attendance in his official capacity at any trial or hearing in any court or before any municipal, State or Federal board, committee or commission, where such appearance is required by reason of the official position or employment of such person by the City. However, such official, board member or employee may retain ordinary witness fees paid to him by the clerk of any court by reason of such proceedings and the City shall reimburse such official, board member or employee for his ordinary and necessary expenses incurred in connection with such appearance.
