408.04   TRAFFIC WAIVER SYSTEM.
   (a)   The offenses listed in the Waiver Schedule set forth below may be satisfied and resolved by the execution of a guilty plea, a waiver of court appearance and a payment to the City of the sums set forth for the various offenses listed. This waiver system shall be subject to the citing officer's permission to so pay the fine. If the officer stipulates that the defendant must appear in Mayor's Court, then the waiver system specified herein shall not be available to a defendant.
   (b)   The utilization of the traffic fine waiver system shall be subject to all rules and regulations promulgated by the Mayor in connection with the conduct and operation of the Mayor's Court, and the fines set forth below shall be paid pursuant to such rules and regulations.
   (c)   ln addition to the fines set forth in the Waiver Schedule, reasonable court costs shall be paid in an amount established by the Mayor. Also, an additional fee, not to exceed ten dollars ($10.00) per case, shall be assessed for the Court Computerization Fund pursuant to Ohio Revised Code Section 1901.26(B).
   (d)   The court costs portion retained by the City shall be paid into the City's General Fund. The court computerization fee shall be paid into the Court Computerization Fund established for that purpose.
   (e)   Pursuant to Traffic Rule 13 of Title 45 of the Ohio Revised Code, persons upon whom minor misdemeanor citations, notices or summonses have been served by any lawfully authorized police officer may, within seven (7) days after the date of issuance of the citation, notice or summons, at their option:
      (1)   Appear personally at the Traffic Violation Bureau, sign a guilty plea and waiver of trial provision and pay the total fine as hereafter listed.
      (2)   Sign the guilty plea and waiver of trial provision and mail a check, money order or certified check for the total fine to the Traffic Violation Bureau.
      (3)   Utilize the online system made available by the City and pay their fine to the Traffic Violation Bureau.
   (f)   A remittance by mail or online of the fine to the Minor Misdemeanor Traffic Violation Bureau shall constitute a plea of guilty and waiver of trial whether or not the guilty pleas and waiver of trial provisions are signed by the defendant. Any traffic waiver eligible for disposition in the Minor Misdemeanor Traffic Violation Bureau, which is mailed or submitted online to and received by the Bureau, may be accepted by the Bureau so long as a warrant has not been issued on that traffic citation.

Certain violations as specified in the Codified Ordinances are not eligible to enter a prior written plea of guilty and waive the person's right to contest the citation in court, but instead must appear in person in the proper court to answer the charge.
