222.01   EFFECTIVE DATES.
   (a)   Every resolution of Council shall be in full force and effect from and after its ratification, unless otherwise specified therein.
   (b)   Every ordinance, unless it is an emergency measure, or unless by its own terms it provides otherwise, shall be in full force and effect 30 days after its ratification. Every emergency measure shall take effect at the time indicated therein after its ratification.
   (c)    A resolution or ordinance is considered ratified when it is passed by Council, signed by the Clerk of Council and the Presiding officer of Council, presented to the Mayor, and one of the following occurs:
      (1)   The Mayor approves and signs the legislation;
      (2)   The Mayor does not take any action on the legislation within ten days from the date of its passage by Council, or in the case of emergency legislation 24 hours from the time of its passage by Council; or
      (3)   The Mayor disapproves the legislation and returns it to the Clerk of Council with his written objections thereto within the relevant time period specified above, and five or more members of Council no later than the next regular meeting vote to approve the legislation despite the disapproval of the Mayor.
   (d)   Legislation must be presented to the Mayor within 24 hours of passage. Legislation may be presented to the Mayor in person or by such other means as may reasonably give him notice of the passage of said legislation.
