220.01   OFFICERS; COMMITTEES; ROBERT'S RULES; MEETINGS; ATTENDANCE.
   (a)   At the first meeting of Council of each calendar year the offices of President and Vice President of Council shall be elected by a majority vote of the members of Council for a term of one year or until a successor is elected.

   (b)   Following the roll call, the prior year's President of Council or, in his or her absence, the prior year's Vice President of Council shall preside over Council for the purpose of electing a temporary chairperson who shall conduct the election for the office of President of Council. The newly elected President of Council shall immediately assume the duties of President and shall conduct the election for the office of Vice President of Council.

   (c)   No later than the second meeting of Council of each calendar year the President of Council shall establish committees and appoint a committee chairperson and committee members, who shall serve for a term of one year or until new appointments are made.
   (d)   The Law Director shall serve as Council's parliamentarian for questions regarding order and procedure unless the President of Council appoints an alternate parliamentarian. Robert's Rules of Order shall govern insofar as they are not in conflict with any of the provisions of this chapter, or the City Charter.
   (e)   In November of each year, the President of Council shall offer a resolution setting forth a proposed regular meeting schedule for the following year consistent with the guidelines set forth herein. Council shall hold a regular meeting on the first Monday of each month and on the third Monday of each month except during July and August when Council shall meet only once each month. When a regularly scheduled meeting of Council falls on a legal holiday, the schedule shall be adjusted as deemed appropriate in Council's sole discretion, provided that at least one regular meeting is held each calendar month. Nothing herein shall prevent Council from rescheduling regular meetings by resolution at any time during the year, as long as reasonable notice is given. Regular meetings shall be held in the Council Chambers and shall begin promptly at 6:30 p.m. on the days specified herein. Special meetings may be called as provided in Section 4.13 of the City Charter.

   (f)   The President of Council may schedule Committee of the Whole meetings as the President may deem necessary at any point during the year, as long as reasonable notice is given. In the President's absence, the Vice President may schedule Committee of the Whole meetings. The legislation before the other committees of Council may be discussed at such meetings. Committee meetings shall be informal discussions, and no votes on legislation shall be made at such meetings. A majority of Council shall constitute a quorum for Committee of the Whole meetings.
   (g)   The Mayor, Finance Direct or, Law Director, Municipal Engineer, Zoning, Housing, and Residential Building Commissioner, Tax Administrator, Police Chief, Chief of Fire and Emergency Rescue Service, Service Director, Parks and Recreation Director, and Clerk of Council or their designees shall attend regular meetings of Council unless excused by the Mayor. Council may request the Mayor to compel the attendance of any department head or other employee at any Council meeting or committee meeting, and such request shall not be unreasonably denied.
