It is hereby declared, announced and stated that the following services shall be provided to owners and residents of territories to be annexed to the City, as applied to pending or future annexation proceedings before the Council or the County:
(a) Street cleaning
(b) Snow removal
(c) Police and fire service and emergency rescue services
(d) Sewer services, pursuant to the sewer agreement with the City of Akron
(e) Water services upon extension of City of Fairlawn water lines
(f) Park and recreation services
(g) Street maintenance
(h) Any and all services previously granted to township residents under mutual aid and automatic response agreements by the Police Division and the Division of Fire and Emergency Rescue Services.
