(a) To promote civic pride and to better identify the properties and activities of the City to its residents, its guests and its neighbors, it is appropriate that the City should have an official emblem or insignia which may be used and displayed on its properties, its correspondence and its ceremonial documents.

(b) The emblem in design as set forth below is hereby adopted as the official emblem of the City and its use is commended to all departments and divisions of the City.
