SECTION 20.02. ORGANIZATION.

The Mayor shall establish the date, time and place for the first meeting each year, at which time the Environmental Services Commission shall organize under a Chairman and Vice Chairman. The Commission shall appoint a Secretary who need not be a member of the Commission.
