SECTION 20.01.   COMPOSITION AND TERM.
   Effective January 1, 1984, there shall be established an Environmental Services Commission which shall consist of five (5) electors of the Municipality not holding other Municipal office in the Municipality. The five (5) electors shall be appointed by the Mayor with confirmation by a majority of Council for terms of five (5) years.
   The Mayor, President of Council and Director of Public Service shall serve as ex-officio members of said Commission without the right to vote on any matter. The initial appointments, however, for the five (5) electors to be appointed for the term beginning January 1, 1984, shall be as follows: one shall be appointed for a term of one (1) year, one for a term of two (2) years, one for a term of three (3) years, one for a term of four (4) years and one for a term of five (5) years.
   A vacancy occurring during the term of any member of the Environmental Services Commission shall be filled for the unexpired term in the manner authorized for an original appointment.
