The taxing authority of this Municipality shall be in all respects subject to the limitations now or hereafter provided by the Constitution and laws of the State of Ohio and nothing contained in this Charter shall be construed to authorize the levy of any taxes by this Municipality in excess of said limitations. No increase in the Municipal income tax rates shall be made without a vote of the people.
