(a) The three-member Commission shall be appointed by the Mayor for the purpose of hearing appeals to the orders issued by a fire official. The three members shall be representatives from the Planning and Zoning Department, the Service Department and the Police Department. Alternates shall be from the Special Projects Division.
(b) The Commission shall hold open hearings under the rules that it establishes.
(c) Minutes of the proceedings shall be recorded and made available to all interested persons.
(d) Notice of the hearings shall be posted in at public place at the Municipal Building.
(e) The Commission may uphold the order, modify the order or reverse the order. In any decision there must be a reason stated for the Commission's action.
