1602.02   FIRE HYDRANTS.
   (a)   No person shall open or attempt to open or draw water from a fire hydrant without prior permission of the Director of Public Safety and the City of Akron Water Department, or in any manner injure, deface, or obstruct the use of a fire hydrant, or place or keep any obstruction, article or material of any kind within ten feet of any side of the hydrant.
   (b)   The spacing between hydrants shall not be greater than three hundred feet on the route of fire equipment travel unless other spacing is approved by the Director of Public Safety.
   (c)   Fire hydrants shall be installed and approved prior to the beginning of above-ground construction and shall remain accessible to the Fire Division at all times as far as practicable.
   (d)   All steamer connections shall be facing the travel path of the fire equipment.
   (e)   All private hydrants shall have the snow removed for a distance of five feet on all sides.
   (f)   The breakaway flange of all fire hydrants shall be set and maintained at the grade specified by the manufacturer of the hydrant.
   (g)   No vehicle shall, without the consent of the fire official in command, be driven over any unprotected hose of the Fire Department.
