(a) All new commercial construction may be required to have installed the necessary water mains and fire hydrants in order to comply with the Insurance Services Office formula for required flow, at the discretion of the Director of Public Safety. The formula shall be based on the affected area, the construction factor and the occupancy factor. The Fire Chief shall determine the need for an adequate water supply based on location, type of construction, occupancy and hazards. If a water supply is not available in the area of the proposed construction, the builder shall install the necessary mains and fire hydrants.
