Effective six months from the effective date of this section (Ordinance 1986-140, passed October 6, 1986), every owner of multifamily dwellings in the City, where more than two families reside on the same premises, shall install security lighting and maintain the same so as to provide an average illumination of between two and 2.5 foot-candles over the entire parking area of such premises.
